Aalis seeks an accomplished federal procurement leader with 10+ years of experience managing complex acquisitions and grants portfolios exceeding $500M annually. This senior role requires expertise in the full acquisition lifecycle and demonstrated success leading multidisciplinary teams in federal environments.

Key Qualifications:

  • 10+ years in federal procurement/grants management (DoD, HHS, or similar agencies)
  • 10+ years managing programs, projects, and personnel in federal contracting
  • Mastery of FAR/DFARS regulations and federal grant policies
  • Experience with PRISM or similar contract writing systems
  • Proven track record managing multi-year portfolios >$500M

Core Responsibilities:

Strategic Leadership:

  • Direct all phases of the acquisition/grants lifecycle from planning through closeout
  • Lead cross-functional teams of specialists supporting the Director/Deputy Director
  • Develop innovative solutions to improve financial performance and operational efficiency

Procurement Execution:

  • Develop comprehensive acquisition plans and milestone schedules
  • Conduct market research (RFIs, sources sought, Industry Days)
  • Prepare and review critical documentation (SOWs, PWS, SOOs, SONs)
  • Oversee solicitation development and evaluation processes

Program Excellence:

  • Analyze program effectiveness using quantitative/qualitative metrics
  • Develop and implement improved policies and procedures
  • Guide administrative teams delivering essential financial/operational support
