Aalis Management Consulting is seeking a highly skilled Senior Investigator Contractor to support within a federal legal environment in San Antonio, Texas. This is a 1-year contract opportunity supporting complex civil investigations involving healthcare fraud, defense procurement fraud, civil rights enforcement, and other federal enforcement actions.

The Investigator will play a critical role in advancing high-impact civil litigation matters, including cases brought under the False Claims Act, controlled substances enforcement, affirmative tort claims, and federal debt collection efforts. This role requires strong investigative judgment, advanced analytical capabilities, and the ability to operate in a fast-paced, litigation-driven environment.

Position Summary

The Senior Investigator Contractor supports the federal government and legal staff in the identification, development, and execution of complex civil investigations. The role involves extensive document analysis, witness interviews, forensic review of records, and litigation support activities that directly contribute to case development and enforcement strategy.

Key Responsibilities

  • Support the federal government in all phases of civil investigations and litigation, with emphasis on healthcare fraud and defense procurement fraud cases under the False Claims Act.
  • Conduct and coordinate witness interviews in collaboration with federal and state law enforcement partners.
  • Perform detailed analysis of voluminous records, including medical, financial, and procurement documentation.
  • Utilize investigative databases and tools (e.g., Accurint, CLEAR, TLO) and public records research to identify relevant evidence and investigative leads.
  • Assist in forensic review and organization of large-scale datasets and document productions.
  • Support litigation preparation, including discovery, depositions, court filings, and settlement proceedings.
  • Develop exhibits, charts, graphs, and case summaries to support evidentiary presentations.
  • Use document review and case management platforms (e.g., Relativity, Eclipse) to organize and analyze case materials.
  • Provide litigation support, including service of process and coordination of investigative field activities.
  • Conduct site visits and field investigations as required (estimated travel up to 10%).
  • Assist in judgment collection activities and post-judgment enforcement support when needed.
  • Maintain accurate documentation and reporting of investigative findings.

Required Qualifications

  • Bachelor's degree in Criminal Justice, Finance, Accounting, Public Administration, Legal Studies, or a related field.
  • Prior experience in law enforcement, investigations, fraud analysis, program integrity, or intelligence analysis.
  • Demonstrated experience in white collar crime, healthcare fraud, defense procurement fraud, or False Claims Act-related matters preferred.
  • Experience conducting witness interviews and preparing investigative reports in complex cases.
  • Familiarity with forensic accounting concepts and data-driven investigative techniques.
  • Experience utilizing investigative databases (Accurint, CLEAR, TLO) and conducting public records research.
  • Litigation support experience, including familiarity with document review and discovery processes.
  • Strong organizational skills with the ability to manage large volumes of complex information.
  • Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint).
  • Experience with document review platforms such as Relativity or Eclipse preferred.
  • Strong written and verbal communication skills with the ability to collaborate across agencies and stakeholders.
  • Ability to work independently, manage multiple priorities, and meet strict deadlines.

Preferred Qualifications

  • Prior testimony experience in legal or administrative proceedings.
  • Experience supporting federal civil enforcement or litigation teams.
  • Background in forensic accounting, auditing, or financial investigations.
  • Experience conducting field investigations or executing service of legal process.
